Evening Star Chapter No. 228 believes in higher education and remains dedicated to nurturing individuals demonstrating exceptional leadership qualities and a steadfast commitment to service. As part of this commitment, we are offering multiple scholarships and book vouchers to students pursuing undergraduate degrees at esteemed institutions of higher learning. Why This Matters:
This program is about more than grades, it is about shining a light on our young people’s potential and affirming their journey toward greatness. It is a sacred moment of acknowledgment for minority students in Fairfax and Loudoun Counties, a community celebration that says, “We see you. We believe in you. We honor you.”
While this event is not a scholarship award ceremony, it remains one of the most prestigious and inspiring recognitions our students can receive. It strengthens their spirit, fuels their ambition, and reminds them that their hard work matters to us all.

Youth Leadership Academy Developing Young Leaders. The Youth Leadership Academy, formerly known as the Youth Leadership Forum, is one of the Virginia Board for People with Disabilities’ Training Programs and is held every other year on a university campus. The YLA seeks to empower youth with disabilities to further develop and demonstrate their leadership skills. Students serve as Delegates from across the Commonwealth during this summer program and participate in a wide range of activities and learning experiences. This year’s YLA will be held at Virginia State University between Monday, July 14, 2025, to Thursday, July 17, 2025. The deadline to apply is Friday, March 28, 2025. (April 13) – Rho Kappa Sigma Alumni Chapter of Phi Beta Sigma Fraternity, Inc., 2025 Scholarship Program. As a brotherhood deeply rooted in the principles of Brotherhood, Scholarship, and Service, we are committed to uplifting our community by investing in the next generation of leaders. Our scholarship program offers awards ranging from $500 to $1,000 to high school seniors and current college students residing in Loudoun County who demonstrate academic promise, leadership, and a heart for service—particularly service to the African American or Afro-descendant community.To be eligible, students must: Be a current Loudoun County resident | Have a minimum GPA of 2.5 on a 4.0 scale | Show evidence of leadership and community involvement | Submit an application, academic transcript, letters of recommendation, and a personal essay.
